Can you edit or make new doom content on a phone

Just was curious If there is way to edit or change Doom on a smart phone? 

You can use your phone to purchase a computer 

You can use an editing software to make new graphics and textures, but the result is not really all that good compared to a PC. Unless it's something highly stylized and you really know what you're doing. A cheap PC can handle most basic editing software like GIMP to create new software, though.
